Dual wield and whips

Can someone help me understand why...
I cannot dual wield either a 3 pound or 15 pound whip in my offhand with a 20 pound primary weapon?

I seem to be only able to wield a whip as a primary, and then a light weapon as a dual wield (heaviest I treid was a 6 pound I could dual with either whip) And if it matters, my str is max'd for a human warrior.
