I was ALWAYS looking for criminals, I just didn't have to leave the city. And as far as my not leaving the city to hunt criminals, that poo also.

If anything I would have rather fought a criminal OUTSIDE of the city because then I wasn't so limited in the things I can do. No angels, no elementals=a lot of magic missiles and that just doesn't cut it.
