Not sure about CF code...but the muds I have been on have an imm command "set" or something close. Using this command, you "set {charname} skill {skillname} {percent}" or something close. This is how the imms get all the skills/spells etc "Set {imm} skill all 100" (under the impression that this occurs at rank 53 on cf...)
I am not sure if the code on cf is so changed that this command nolonger exists...but if it does, it really should not be to hard (in a mechanics sense) to give any char any skill/spell.
