Depends on what rank you are. If you've gotten far with only 21 natural int, far meaning around rank 38, hell, train hp.

Otherwise, get that int up first, natural int gives better mana bonuses and you learn faster than w/ bonus int, which still helps, but isn't as good as natural int.
