This is point number one. Point number two is simply numbers, and arguably quality of players in that.

Is there a discrepancy in powers? Not enough to make a difference, between Master and Battle. Between two players, one on one, it's a fair fight that will be determined by skill and luck, as it should be. Empire? Sure, I'll grant you that, but it's by design. You think the Empire leaders are doing a bad job? Then join up, and overthrow them. That's how Empire works. Empire has advantages that lie other than with its powers.

In short, if you don't like the way things are going, it's in your hands to change it, by fighting the ragers in the game.
