What it adds to the game is disparity in the player base. For good or ill, those that numb it out, gain a significant advantage.
My counter point is this:
Why allow anyone to be able to master a skill they just learned? If you are looking for realism (and parity), perhaps 5% per rank of maximum spell or skill improvement across the board. After all, time and practical experience are what lead to perfection of talents are they not?
However, messing with something like this would have tremendous and not necessarily positive implications on this maddening but unique game. Don't you think?

My two lousy cents.

small rant: Dark-elf and elf intelligence do not have the same impact on learning as a dwarves 25hp/per rank just for killing mobs. Shouldn't it?
