Shaman and anti-Paladins can use them...and some of them are nice to use...thing is, every other class but healers and warriors can NOT learn them...so they are good to get past people's parry...escpecially thieves and assassins and paladins.
As for warriors...a flail and a whip get basically the same skills...and aside from noone being able to parry a flail and flail being MUCH heavier, there is almost no difference. For a whip spec, Elven races who can sneak in to choke are always nice, but flails can get REAL heavy.
Always wanted to do an elven whip/staff spec....sneak choke strip impale....hmmm....damnit NO I WILL NOT COME BACK NO
