In order to use an ability of your specialization, you must either be dual wielding (ie., sword specs, etc.), or have your specialized weapon in your primary hand. So, in order to use your mace (or whip) skills, that weapon must be in your on hand. It won't work with the weapon in your off hand. However, I have had very limited experience with warriors, so I may be entirely wrong.
