Seems to me the idea of Empire these days is more Chaotic Evil than Lawful Evil. Empire is backstabbing, it's pretty much disorganized, they really don't give a damn for the laws unless they're caught. That's chaotic to me. Even a chaotic organization can have some laws. They're just constantly striving to get around them. I mean, think about it. In Empire, you're either at the top, or you're on the bottom. There aren't any ranks, or anything you could associate with order. It's all based on power. That's a pretty damn chaotic principle. There it the big strong guy: Emperor, with his 4 thugs. They all scheme against each other. I'm not really seeing a lot of order here.
In my, personal, opinion, this is probably what causes a lot of the problems. People join expecting the Knights of Takisis(spelling?), and they get The Horned Society. You've got a chaotic evil society trying to rp that they want to bring order.
