What the hell is up with Empire? Lucky to see a council member once a week. Immortals, you are quick to kick everyone else out for failure. Kick the council members out if they do not show. Replace the empty seats. Even if it is a complete loser, replace it with someone that can induct. Then when he fails, replace him with someone else. Just do not let the Empire sit there without leadership.
