Galadon's attractive because:
1) Arbiters
2) Potions/supplies available
3) Central to supplies/ranking areas
4) People to hunt/auction things off to
New Thalos is almost as attractive, but I only choose it if I'm imperial because of 2) and 4). If I'm playing a chaotic char, I take a hometown farther away because it's safer for escaping PKs and arbiters if necessary.
Any town that's not Galadon or New Thalos is pretty newbie-unfriendly. You've done okay stocking them all with food and water, now work on return potions (Udgaard needs, Arkham needs) and quick cash for those post-death blues (Galadon has merchants, NT has merchants, SM sometimes has gear on the ground).
Also your earlier idea of a ranking idea for each city was a good one. You should modify Taerin's forest to make it a viable newbie ranking area, maybe make Eyllivea's woods easier, nix the invis and beef up the fields by Udgaard, et cetera.
