Its true the Leaders count, but the empire can sure be a hell lot more powerfull if there where lots of em. Sure that Immortals should let there be a little more interaction within sects, or the Citizen should be able to help others with a good role play.

Now knowing that, which I think is so obious, and also knowing that the empire is the easiest cabal to get in go on, and rol an evil lawful char.
