Is it possible to limit it on a percentage basis? Or limit it somehow. Only 2% of elves could "turn" at any given time in Thera? What percentage of duergs in the population, secretly pick daisies in their spare time?

Although I understand the wealth of roleplaying fodder that a well thought out alignment change can have, having 15 duerger dawn members would defeat the purpose of alignment. Or 20 Avendella's.
