In the Empire I envision, citizens are accountable to the sect leaders and Emperor, who are in turn accountable to the Immortals. If the sect leaders and Emperor are being lax in enforcing Imperial law, culling the weak from the ranks, and so forth, then they have to answer to the Empire Imms, who tear them a new one. This would give the mortal leadership a serious incentive to be harsh and unforgiving as per the LE nature of the organization, and placing more control in the hands of mortals, who are after all the players of the game.

With my last couple of Imperials, I've seen very little in the way of the politics that once characterized the cabal, and made it a hell of a lot of fun to play, and much more immortal control that I don't believe contributes positively to the cabal in its current form.
