I agree that there has to be times where there is *some* intervention, but with a full council
there should be little to none.

I always thought there should be more of a discrepancy between the bloodoath and the citizen.
Where the bloadoath strives to be a citizen doing all that they can. This is primarily where I
think the imperial numbers should come from. Unfortunately, Empire is defined by having a large
number of imperial citizens which means large number of inductions and a relative decrease in
quality of the imperial player base. We've seen this happen with other cabals.

If there are few examples then the point can be made. If there are a large number, people tend to
get jaded. The experience isn't as much fun.

Speaking of being idealistic... In a perfect game, you'd expect this to occur, but it rarely does.
It really takes a character of an entirely different caliber to pull this off. Unfortunately there
aren't many who are willing to put in that kind of effort.
If you are looking for cream of the crop, I would re-define the cabal. Citizenship goes to the cream
of the crop, and the bloodoaths become the numbers. Both can be made anathema.
I'd actually play an imperial if I didn't suck rocks when it comes to pking. An empire will some
political intrigue and backstabbing can be fun.. 8Þ

If they see something is wrong, they have every right to do whatever they please. I think this temporary setback for the Empire will, eventually, make it stronger, more interesting, and a better challenge for the experienced CF player. And I think in time, it will be as you say, with the council being in charge of anathing all who need it... but for now, that can't happen.
