Empire is supposed to be corrupt. Name one Empire in history that wasn't, including this good ole USA of ours. People will try to get away with what they can when they can. Fear of the section should keep them from breaking imperial laws, and section leaders should fear immortals. If a leader doesn't show and his section starts to become chatoic, I think the immortal should go after the leader. Leaders should be getting axed left and right. The leaders should be axing their citizens.
