Problem:
The problem with people being Anath'd right now is this. It is seen as, 'Culling the weak from the Empire.'

Why is this a problem? Because Empire as a heirarchal system is set up to exploit the weak. It is a matter of the strong dominating the weak. Remove the sheep and who are you going to exploit?

Solution:

Form another group. Slaves. Raise bloodoaths to have the ability to query and call centurions. Bloodoaths and slaves have the ability to hear and use CB but not SECT channels. Anyone in Empire can enslave someone. But Bloodoath should be limited to upper citizens(lvl 40+) or sect leaders. Any bloodoath or citizen may perform an order command to a slave, 'order slave drop all', given they are in the same room. Plus from a RP sense slaves must obey all commands given to them. Right now as it stands Bloodoaths aren't seen as a part of the cabal, so there isn't much of a sense of any social tiers. Include slaves and oaths in the cabal channel and you HAVE a reason for people to work against each other. They must please the upper citizens and appear strong to gain strength, otherwise they will remain a slave or bloodoath. If a citizen appears weak, demote him. Make him a slave. If they really betray, then anath. But Anath's work against the goals of the Empire. Better to have them within your ranks believing they have a chance to climb back up then directly fighting against you.

It may seem a bit sad that people can't just RP all of this, but you really need to set structures and commands within the game for people to see it and play it accordingly.
