IMM's should anathema people who abuse the rules and haven't put it into their role or general behaviour(ie. protected area PK'ing)
It's generally accepted that ruining other peoples chars is not fun(unless you are sadistic). So why do the IMM's do what they do?
Tureanthen was very good to flesh out the Imperial startup experiment. He was a shitty PK'er but with a nice RP of building the foundations of the Citadel. He died repeatedly stupid deaths, helped out of sect etc etc. He got a bit harsh on the politics when he IMM'ed(as expected). But continued to hold his hand over what he thought was the Power-people in Empire until the end.
Zulghinlour's former Imperials helped out of sect and violated most of the rules that is now more strictly enforced, nothing wrong here(we all did) ...
Somewhere down the road it was prob agreed formally/informal by the IMM's that people tend to rely too much on other sects to get things done, and was prob kinda sickened by the tendency to make cross-sect killerteams.
So they tightened the grip, to show by example, to pave the way of a new thinking, a new culture. EXCELLENT(as long as your char is not the one being burned)
But when you have showed the way, after some time, you lean back with the hand still lingering on the throttle and observe ... did this accomplish what I/we thought it would?
People will not flock to a cabal under heavy IMM police control. So they have to lay down the stick a bit and see if it helped ... if not .. back with the whip and choke some more.
I prob helped out of sect more than anyone with Zendrac. Never got even the slightest warning, it would not have been the same today ... And that is GOOD. But even back then you tried to avoid IMM hours in the cabal, like you avoided certain stupid sect leaders.
Enough rambling...
