I think they were changed slightly. Back when I was a lowbie, including with Mhodinrin and my other forgetable lowbie conjurers I used to summon monster elementals without the circles. That's because you could summon them near a couple huge mobs and if they fireballed the mobs would kill them for you, all you had to do was last long enough to have them fireball(mastering conjurer defenses=good).
Now though I don't think their area spells affect mobs until they're bound. At least they didn't the couple times my now deleted Dawnie conjurer Thioneleon summoned them and was attacked.
With 18 charisma I'd definitely wait until you have circles, if you have 23 like mine always did(get somebody to get you fur-lined boots from Frigid Wastes) you'll probably be ok 9 times out of 10.
