Ok here is what law 7 says

The Emperor and Council will interpret and execute the Law.

First of all, it is not an interpretion of what the law, it is what the laws says. It states we can kill people in town if they break one of the above laws. Black and white. Now take the second part of Law 7. Hrmmmm...council will execute these laws. So shouldn't they determine when items should be taken? Why should a citizen take items on his own? It is not his right to determine that.

P.s. it is sad you fall back on that crunch of cabals are not for everyone, especially when you have no idea how to run the cabal yourself.
