1. Imperial Law supercedes all other laws of Thera and all who
dwell within Thera are subject to Imperial Law. Only the will
of An Immortal can supercede Imperial Law.
2. All Items of Power are the rightful possession of the Emperor
and WILL be kept in the throne by the Centurion Omegus. These
items include the Imperial Codex, the bloody head of the
archmage, the Equation of Entropy, the Orb of Magic, the
sapling of a great tree, and the Book of Law. However,
either the Emperor or the united Council can deterimine that a
specific item may be retained at another cabal. During such a
time as another Cabals hold the Emperor's items, they must honor
the road-blocks set by the Imperial Centurions.
3. Anathema are to be hunted and slain at all times.
4. Order must be maintained within the c3ivilized portions of the
realm so no one will steal or attack anyone within the Protected
Cities of Thera unless the victim is breaking one of the above
laws. If a Citizen is attacked in such an area, they may
retaliate for the time that it takes for their guildguards to
allow them or their prey the protection of their guild. Also,
another Citizen may aid an attacked Citizen under the same time
restraint. A Citizen may not pursue his victim into a Protected
City unless the original attack occured within that Protected City.
5. Citizens will not slay each other unless ordered by their
Sect Leader or the Emperor to do so.
6. The Bloodoathed are to be protected. If they break their oath
they may be judged by the Emperor or the appropriate Sect Leader
who will anathematize them if necessary. Any Citizen caught abusing
the Bloodoathed will be anathema.
7. The Emperor and Council will interpret and execute the Law.
