The old Justice cabal used to do something like that, I think. They had a scale of fines for minor offenses. The problem there was to tell the difference between 'Here is my lawful fine, please remove my flag' and 'Psst, buddy, I'll give you this pendant if you zap my flag'. The difference between a fine and a bribe, that is. Apparently, corruption was rampant under that system.
