As far as I can tell, the game checks for parry first, then shield block, then dodge. Remove your weapon or wield a weapon which doesn't parry well, and you'll have more opportunities to shield block and dodge. Remove your weapon and your shield and (unless you have iron hands or unarmed defense or something) you should dodge a lot more.
