i guess so but what i usually do is go attack a lowbie creature and flee. Then go back to my guild and wait. Once it reaches you, you have a 'legal' pet. but then again i only do this because my hometown is not galadon.

Hell in galadon there are many dogs and cats running around... use one of them.
