Of course. If an IMM will not be in Thera for an extended period of time, it is that IMM's responsibility to take their shrine/helpfile out of the game, as to not waste the time of prospective followers. This is not a problem with the system, but rather with individual IMMs who have failed to do this for one reason or another.
