No rager in the world would pick a dawn, mage or not, as their first target. First they'd whomp through the Masters, then Imperial Mages, then the rest of the Imperials, then uncaballed and entropy mages, then dawn/sylvan mages. And then, only then, should they hunt down your warrior for using that anti-cyclops elixer fourty levels ago. Yes, I realize that according to their philosophy masters are worst, then all other mages, then everyone else - however, in practice, they don't actively hunt a non-master, non-imperial(actively meaning... oh. Leave the dwarf forest and eastern road) unless there's nothing else to do.

Imperials hunt everyone. They've got their sights set on battle/sylvan, may exempt arbiters, and damn will attack anything on hte eastern road - but they don't really go out of their way to whack a dawn. Maybe, just maybe, if someone was mostly naked and wanted to reequip fast(Am I making some kind of comment about the skill of various dawns? Yup.). Many an Imperial Wrecking crew added a stop by the Haven to their rounds of mayhem... however, that's similar to the past/arial city. It's a single, half-hearted, stab at finding someone at either end of their eastern road caravan.

I'd take Golden Aura over most pre-45 Imperial powers.
