PCs only, and they must be anathema.

Bloodoath is a cabal power of Empire (think about it as a skill)
that, on mutual agreement, can make someone oathed to Empire (hmm,
looks like I said something stupid :-) An oathed PC can pass centurions
without paying them, must obey Emperor and Sect Leader orders, and
can be made anathema. Normally you must be oathed before you can be
inducted into the Empire.

Any. But if you're not lawful, you may lose some/all of your skills/spells.

Actually, its members are supposed to be strong individuals. As an
organization, it doesn't play any role in CF. Yes, it is active.

There were lot of people who joined Scarab and deleted immediately.
Probably they just wanted to learn their powers, and they saw that
those powers actually suck. However, this forum maintains agreement
not to disclose Scarab powers.
