In my experience, wielding balator practice weapons only helps after you enter pk, but it does make things like parry, dual wield, second/third/fourth attack, kicks, fients, bashes...etc...pretty much any skill you use when you are fighting go up faster.

If your natural int is not your racial max, wearing things to bring it to your racial max WILL increase the rate at wich you learn, but you can not increase it above your racial max.
