There has been a problem with killing guards in protected places when Arbiters are around. You see, if I play a lawful/neutral neutral/evil character, and I start killing guards whenever I know Arbiters are around, it's pretty unfair. I mean, I'm 'protected' while ranking up. So at rank 10-15, I go to Galadon and start on the guards. At rank 15-19, I rank and practice with the guards in Ofcol. At rank 20 onwards, I'll practice in Tar Valon. Perhaps I'll drop by Udgaard later. You see, it's so easy to rank and practice my skills without fear of being attacked by others. Most people in this ranges die to the special guards of Arbiters, thus they think twice before an attack. By then, I would have perfected my skills, and go hunting others.
Anyway, it's seldom you see the Enforcer being controlled. Tough luck, buddy. Many has done so but never caught.
