Despite the fact that this is somewhat of a goofy thread ("humble" healer my ass), I think the legal system of Thera is actually somewhat interesting. I've always wondered what the actual heirarchy of power was for this world... like, are these all city states? is the Emperor really supposed to be the Emperor of all these cities? what about these mayors, anyway?

I can see the arbiter cabal as being like a hired protection army of sorts. Like a NATO force that patrols cities that allow it to. But if the Emperor really is supposed to be an Emperor (and not just one in his own mind) then I could kind of see some imperials having greater freedom within the cities as well. I mean, why adhere to arbiter law since it's not the only one out there?

Anyway. Interesting stuff to think about.
