Sounds good but remember this...
Arbiter law is clearly defined in their hall whereas city law is simply an "idea" for lack of a better word. Law as in lawful is a personal belief. How one defines lawful is, of course, relative to whatever actions the people accept at the time. Has something to do with what spock said about the needs of the many I think.
