arbiters - almost always lawful. havent seen one not lawful since... my char way way back when, and he was chaotic.
the city laws was pretty well said way back when.. but that is not all of it.
and just because I am lazy right now i will not go back and copy paste.
just as each city has different views in which it views laws should be enforced... it has the same city laws.
Each arbiter has different views in which they believe laws should be enforced, but each believe and enforce the city laws.
this would be with the spheres. udgaard i would say would tend to be more of the sphere of order, in which order is enforced in the extremes with all the guards roaming around, and proof of their ways and fierceness in doing this with the corpses just outside the gates.
also with udgaard i would give passion, and victory as the main spheres that rule the law of that city. and with those beliefs the city is ran, as the city is set up mainly as such.
seantryn modan - very well said below.. the one that made the comment about the guards on horse and the queen and such... here i would give the spheres of pride, greed, para-elements, chaos, protection, concealment, strength. I cant just think up all the spheres... so, this is all i can think of for here.

A servitor from the outer planes arrives, and gives you an iron bound scroll, set with the seal of the empress herself. The scroll reads:
"As I write this, the queen has her troops moveing into the palace. Crimes have run rampant as of late, and many murders have been happening. I councelled the queen not to let all creatures of this realm into our city gates, but she agreed with the lawmen in letting this city be protected by their members, and that there would be so little crime. Seeing as this is one of our first meetings with the other continent, she was willing to see how this would turn out, as the lawmen seemed very well competant. Our gates were opened to all, and for a small time our economy boomed, and the lawmen did their part and trained our soldiers, and did patroll themselves often. seeing this, even i rejoiced, and aided in the training and the arms of our troops. Then one bastard decided he would take the law to his advantage. On his patroll he let himself be paid by an assassin to "turn the other cheek" so he said, or tried to when i cut off his head. this example did little, as many other crimes have happened and noone ever knows what happened.
It has been a month now, and the lawmen from the old continent have been appearing less frequently, and have not been seen for some time, and the messengers we try to send to them keep getting lost in the forest to the north or killed before they even reach the gates. Last night an attempt was recently made upon the queen herself.
No more is our palace open to all, and all inside and those whom guard the palace gates have sworn their lives to protect our queen. Only the few worthy souls whom have been granted the invitation may enter. To protect the queen it has been my order to banish all others outside, and trap us all inside. Reports from those outside reveal alot of thievery from the shopkeepers, and alot of murders. The prices on everything is now soaring through the roofs, as even a fish fillet seems to cost an arm and a leg!
There are alot less citizens now than there once were, i am guessing as because most were already killed. The guards that report to me seem to look filthy rich anymore and have a certain arrogance about them. I feel like killing every one of them. But my place is next to the queen, as I am her bodyguard i cannot leave her side. I send this to you lawmen, in hopes you read my words. Come to this dying city that you helped become this way. Restore the order and grace this once fine city held. Bring peace to our home."
when i picture seantryn modan... this is somewhat of what i see, though truthfully i havent been there in a while except to get the blademasters sash, and a few times getting petite blowfish *smirk*
my arbiter with the chaotic ethos way back when did exactly as that first guard did.. he would take bribes all the time, but it was usually items and not gold, unless it was a large amount. yes.. after a while he was banished from the hall, his hometown was made the desert south and west of new thalos.. and all guards attacked him on site. yes.. delete delete would describe what i did to him after a few of those nice sized mob deaths, and loseing all his nicely horded items. i believe his hometown was seantryn as well heh.
i will not explain how i see the views of the denizens and the guards of the other cities view their enforcements of the laws and their roles. those i will let you figure out.. gives you something to think about and how different spheres can see the law as good and should be enforced, but also how the different roles should feel they should be enforced.
heh. those cities are basically where i get the roles of my arbiters, and empirials.
well.. since i am well underway on my quest of getting drunk off my ass. 5 beers = very very nice buzz, and even if i have no more i will be drunk within a while.
not that you might care heh but i won a bowling tourney today, with a 219 av for a 657 series. i keep loseing my train of thought, so when i am sober enough to think strait.. i think i have been working on this alone for almost hour now, i will write more.
