Again, you are correct. The mayor asks the Enforcer to protect the integrity of the city. The mayor does *not*, however, ask the Enforcer to murder people on the city streets because they question him too much and bother him. In this situation, the Enforcer (under Immortal manipulation) has acted like the vagrants you correctly assumed he was hired to protect the city against.

Again, you are correct. However, you apparently see the Enforcer's duty to include openly murdering citizens that show him disrespect. .

Ah. Here you are incorrect. Because here is the *only* law that HH broke.
