Actually, the message means just what it says. For some duration of time (typically until the next reboot/crash) you will be unable to roll up characters from your site. You can probably play existing characters.

AOL has been seeing this a lot recently because there's always some smartass that starts up a dozen rolling sessions at once. Why we don't permanently ban AOL from rolling up characters is beyond me, because every day they're doing it.
