1) Use scrolls and staves that you find, the enchant weapon, detection scrolls are great scrolls.. Although the drawbacks are that they are heavy, and this is a very slow process compared to just buying them. You can find wands and staves all over.
2) Perfect them at a higher rank, buy wands, scrolls, and kill the shopkeeper. One place to do this is in Seantryn.
