Once I talked to Nepenthe about this and I got an answer along the lines you described.
That made sense at the time.
Now let's look at another thing that frequently occurs, and that's about quests.
Whenever a loner gets a quest, be it vitality, lichdom, or another one, it's not as hard as the same quest for a caballed char.
Why? Well, I believe that when quests were introduced, it was pretty much the same level of difficulty to everyone, w/ or w/o cabals. But the fact is that the caballed ones had in the end an advantage, they could count with the rest of the cabal for that. Thus the difference we see now (anyone that made the same quest being and not being in a cabal since 3rd age got in can assure that).
So, IMO, the above explanation makes sense, has logic, but just doesn't correspond to reality (CF reality). Your cabalmates are a priceless benefit that are too often neglected unless a quest is in order.
I guess any scarabite can say that Scarab life is harder then others, just for the lack of that single benefit (or to a lesser degree).
How to balance this? I'll let that to the more creative among us. The fact is that the loner got the lower end.
