Powerful? It all depends on what type of style you play...

Do you play the mindless "shift-murder" style? Well...you won't like arcane then.
Do you play the smarter "stealth-SURPRISE!-spellup-shift-murder" style? Well, then arcane is for you.

Arcane muters really aren't bad, they just aren't EASY to play.
Major-Air? Thats easy.
Major-Water? Thats easy (and most-times pointless)
Major-Offensive? Thats easy.
Major-Defensive? Thats easy.(and kinda boring)
Major-Utility? Thats easy.
----Why? With all of them, the FORM does the majority of the work FOR you.

Major Arcane? I've seen some good ones, but they rely on stealth, surprise, and getting the first spell(attack) off.(say with me now: "Hold person.")

But to answer your original question. Nope...nothing new...
It has, and probably always will take a skilled player to play this class well.
(Like druids now, ever since they took away their forms *sniff*)

If you do go arcane, I'd suggest air/water...or offensive/air as your minors.

Good luck
