In the original design, the ability to make use of a whip or flail in the offhand was to be a skill. You may or may not have noticed that no one but a whip/flail spec warrior can do this. Like dual wield, once you practiced it you could do it, but as the skill improved you wouldn't be as bad at it.

We ultimately decided to just let them do it upon specialization, which is why you see a message telling you that you can when you specialize. It is also why the whip/flail spec seems conspiculously missing a level 20 skill as compared to all other specs.
