I don't think so. It's like a necro poisoning someone outside town. If his victim wanders into town and dies there, there's no crime, since the aggressive action was initiated outside of a protected area. The same thing goes for someone who's gaunted and flees into town.

Of course, if you call the hunt or the nightgaunt on someone already in town, it's a crime.
