Empowerment isn't all that hard if you set your mind and character's mind to accomplishing it.
Start by sending a scroll to your patron, introducting yourself, explaining who you are, your beliefs, things you have seen, accomplished, and so on. Do this periodically, but don't bury them in a snowstorm of scrolls.
Go to their place of power. If you don't know where it is, ask your patron through prayer or scroll for some suggestions.
Have a description before you contact your patron in any way. Know your history and why you wish to be a communer for that god.
You can get empowered anywhere and at anytime. Lady Galadriel has been known to empower while I walked through Galadon asn without warning; I was empowered by a gnoll guard in Gehanna while seeking my paton (after a very long and enjoyable talk with the gnoll - have to remember to post that *S*); and so on...I have even been empowered at Shrines (how odd) and my paladin was empowered by Scarbaeus (talk about an odd conversation).
It can be done, and it isn't terribly difficult. If you make an error, ask your patron what you can do to corret it. If you wanna pray, you gotta play.
