An IC/OOC dilemma:

This is actually a hypothetical scenario, but something recently came up that was vaguely similar to it and I'm curious as to people's thoughts on the matter.

Can a character divulge "questy" information such as command words or step-by-step solutions, if it's entirely in-character? Can a character compel another character to do so?

Two examples:

A Servant of the Dawn figures out a quest in an area that yields an item very useful to lowbies, let's say. Should this Servant show lightwalking lowbies how to perform this quest? If he does, is he breaking any rules? If not, how does he justify not doing so?

An Imperial Sect leader sees a citizen of his Sect with an item gleaned from a quest, and demands that the citizen give him step-by-step instructions on how to obtain it. Or, a Sect Leader demands that a citizen tell him the command word to operate an item. What should the citizen do? Is the Sect Leader breaking some rule? If so, what rule?
