It parry more then polearms, yes. But a polearm spec will tank better then a spear/staff, from personal experience. And as Challen pointed out to me, for spear/staff specs, pugil is indeed a handy skill - unfortunately, for non-staff specs, it isn't nearly as useful/dependable.
To the first question: Yes, staff/spear is a nice spec for felars, but be prepared to get the snot beaten out of you by all the kotegaeshing assassins on the mud right now
