What I would do:
First, roll up a dwarf warrior. (Dwarves only have three classes available, and warrior is the closest match, in my opinion.) It would be easier to explain IC how your dwarf warrior might learn AP skills/spells, than to explain how he changed from a duergar into a dwarf or something.
Second, write up an excellent role. Not good. Excellent. You're looking for something exceptional, which would likely demand consider time and care from the staff. Make sure you stand out. Your role should explain why this particular dwarf wants to study the darker arts, and why he expects to succeed, even though magic is no longer a part of dwarven society.
Third, have a patron deity. You're going to need to work closely with an IMM at some point.
Fourth, roleplay damn well. I wouldn't expect anything to happen for a long while, either. Again, you are looking for something exceptional, and the IMMs will make this difficult, if only so Thera isn't flooded with duergar druids and felar invokers and storm necromancers. There will likely be quests involved, and I'd bet your warrior skills will disappear much faster than the A-P skills appear. Look at past examples of past and present non-standard characters for an idea of this. (Neria, that Drow knight, Avendella, etc.)
All that being said, unique characters make Thera interesting. If you have the right "hook" for a dwarf A-P, give it a shot.
And of course, I may be wrong. I'm no IMM, and I don't pretend to speak for them. But the above is what I would do if I wanted to play a non-standard character.
