Some race/class combos are just easier to roll than others. Humans are among the most difficult. If you want a more detailed study:
1) Start a log session.
2) Keep saying "no" to stats for a given race/class until you have a lot of data points.
3) Load the log into a spreadsheet, and calculate some elementary statistics for each. The simplest method would be to histogram each stat.
4) Keep in mind that the statistics are likely independent of one another. (You can test this with the stats above, but it's a bit more involved.)
5) Do this for a few race/class combos. You will see that getting prefect (or near-perfect) stats is -very- different from race to race.
The races that seem easiest to roll up are the ones with low maximums in more than one stat, such as giants. However, without doing the above, I cannot say for certain.
