The area writers are fairly consistent with putting money only in places where it would make sense to store it. Try exploring areas that are suitable for your level where it would make sense to store money. Look for places where wealthy folk would live, and ask yourself where you think they would store their cash.

Most of the big payoffs are in rooms like this. however, certain mobs also carry a lot of cash for their level. Again, the area writers choose this sort of thing fairly consistently.

Failing that, level up and kill shopkeepers who do good business.
