1. Puff is an NPC that just teleports around to various places in thera, and every now and then you see him/her/it.
(not sure on the specifics of this, you'ld have to ask an imp/coder if you really want to know more...I don't know why you would though)

2. Puff is something many political candidates love doing until caught by the press....(which is when they deny ever having inhaled).

2. It's not impossible to kill puff. I've done it before easily.

3. Why is it in the game? No clue at all.

4. and lastly....yes...the famous children's song...."Puff the Magic Dragon"...is a song about Marijuana. (give a listen to it sometime and see for yourself).
