Well, when I played a human ranger, I found that for defense I would use a sword and a shield (parry and block beat out just a staff).. for offense I would use two axes.
I would use an imbued staff if I had no better weapon (happened a lot once I hero'd), as they were something along the lines of ave 31, +10/+10... nothing to scoff at (may be ave 26.. I forget), not to mention that it heals.
I think what should be noted is that by all accounts, parry is based on the level difference between a character and a mob, whereas shield block is not. That may give you some food for thought.
In summary....
Offense = 2x Axe.
Defense vs. Big Mobs = Sword and shield
Defense vs. Players, med-low ranked mobs, and mages = Ranger Staff
