I have seen four examples in the past two months (various friend's chars) where they had characters for various cabals with intrigueing and unique roleplay that was well within the cabal standard, but they were told "you need to learn some more" and "come back when you know something" etc.

Can I also mention that these people have had heroes in these cabals prior to this?

My advice would be to spout the dogmatic drivel, because 90% of the leaders are so buisy that they do not think they have the time to get into every applicant's twists and turns. Get inducted, then go unique (but not to soon, or the heroes in your cabal will threaten you with death).
