A naked FELAR assassin using hand to hand combat at 1st rank will do "hits"... At Hero, naked, those fists do significantly more damage. Why is that? It has nothing to do with hit/dam roll, because you're naked. It has nothing to do with perfection of the skill, because you're 100% from level one. So, logic dictates.. It's LEVEL based. Every *5* levels there is an "invisible" modifier attached to your character. Haven't you ever noticed that from level 14-15 you hit a hell of a lot harder on the same creatures you're fighting? This can be seen ESPECIALLY in the warrior like classes.

LEVEL plays a huge roll, but I would take the higher average weapon. That is, if your hit/dam roll is already decent (20s)...

otherwise, what's the use of hitting hard with a good weapon if you're not going to hit at all? then I would go for the one to raise your hit/dam, so that you'd land more hits.

It's comparable to a jab and an upper cut. An uppercut is quite damaging.. but only if it hits. A jab is much more reliable, and much more effective.
