1) The IMM staff has made it known that a lot of items that shouldn't have the "magical" flag, do.
2) Battle has, for a long time, agreed to limit their concerns to items which are more clearly magical in nature. In some cases (fulminator gauntlets), this is obvious. In other cases, (charred bracers) it requires a judgement call. Personally, I'd like to see more of these judgement calls made- Ragers wearing flaming swords and such look a bit silly.
3) Yes, the IMM staff could spend time running through all the items and changing flags. I'm sure at some point, some unlucky heroimm will get this job. Then, not only will Ragers have an easier time fiugring out what is cool/not cool, but detect magic might be more useful. Until then, bear with them. They have a lot to do already, and this ranks pretty low on everyone's priority list.
